-Flora: Flame moss, X-mas Moss, Anubias nana & petite, Fissiden,Fissiden geppi, Fissiden Mini, and Mini Pellia, Round Pellia,Hydro japan, Dwarf water lettuce,Duckweed, Frogbit ....
(yes all that jammed into a small 5g tank )

If you plan on investing on TB's there is no need to skimp on the substrate. I would personally just get enough ADA to do the job since it's stable.
Risking it with expensive shrimp is just not worth it specially if you plan on paying $17-20 per shrimp.
How big is the tank you plan on using? I know 9-10L bag will do the job for a 20L and a 3L bag is plenty for a 5g.

My shrimp also took to this snow flake food like rabid dogs lol. I can say I had samples from when it first hit the market and no were near this results.

How many TB's did you end up starting the tank with? Seems so hard to find a a female TB all I got was males in my last purchase.

I would not dry start the flame moss there's no need. Once you flood just add small pieces to the areas you want it in and let it naturally fill in.
If you try to dry start the flame moss it will grow funny looking because it's not strong enough to support the vertical growth and it will grow flat.
