Most tulle has bigger holes than you'd want for shrimp, and a lot of times it's pretty rough, kind of plasticky, so might not be kind to legs or fins. But there are some other nylon netting fabrics that might be good. I'd just head over to the fabric store and check out what they have. Tell the people there what you're looking for and they should be able to think outside the box enough to find various fabrics for you faster than you just browsing. (They probably have a couple types in different parts of the store, like costumes vs weddings vs curtains.)

Another option would be mosquito netting, which comes in different heaviness and hole sizes. A sporting goods store should have that, and one small headnet would make a lot of little shrimp nets, or you can buy it by the yard.
